Trash and Recycle / Yard Waste / Sewer / Water / Other

The City of Hills bills monthly for garbage and recycling, sewer and water charges. Customers will receive a bill between the first and the fifth day of every month for utility usage of the prior month.

Utility bills are due on the 20th of every month. If not paid on time, a penalty of $20 will be applied to your utility bill on the 21st of each month.

Utility bill payments may be mailed, dropped off at the Hills City Office or an ACH (automatic clearing house payment) is available. ACH payments are deducted from your account on the 20th of each month. ACH forms are available under the Government Section, Permits, Licenses & Forms or at the Hills City Office. 

Our office does not accept debit/credit cards for payments of utility bills.


TRASH & RECYCLE

Residential trash and recycling services are provided by Johnson County Refuse. As of July 1, 2020, the City of Hills has gone automated with garbage and recycling. Residents select from two sizes of trash carts: 

  • 35-gallon trash cart - $16.50/monthly charge
  • 65-gallon trash cart - $18.50/monthly charge

Every residence is provided with a 65-gallon recycle cart.

Garbage and recycling are picked up on Tuesday mornings in Hills. If pick-up falls on a Holiday, changes will be posted. Carts need to be placed curbside by 7:00 am on the morning of pick up with the arrows on the lid pointing toward the street. The lid must be closed and there must be 4 feet of clearance around the cart so that the truck will be able to pick up the cart.

Trash Cart: Any garbage that does not fit into the cart needs to be in a bag no larger than 35-gallon with a 40-pound weight limit, placed on top of cart's closed lid and with 1 sticker on the bag. One sticker is sold for $3.00 at the Hills City Office or Casey’s General Store.

Recycle Cart: Recycling does not need to be separated. All recycled materials must be clean! NO PLASTIC BAGS! And a friendly reminder – YOU CANNOT RECYCLE: Styrofoam, window glass, mirrors, electronic waste, motor oil containers, yard waste, chemical containers, plastic bags, ceramics or dishes, food waste, scrap metal, monitors, medical needles or waste, animal food bags, or kitty litter bags.

Commercial entities and multi-family residential buildings must contract for trash and recycling services.

Community-Wide Clean-Up Days for Residents

The City of Hills is implementing community-wide clean-up days to give residents an opportunity to more easily dispose of bulky items that would not otherwise fit into either a trash bag or a trash cart. Current plans are to hold two (2) of these clean-up days per year: once in the Spring, and again in the Fall. The inaugural Community-Wide Clean-Day is scheduled for Saturday, October 8th, 2022 from 7 am - 11 am in the City Park parking lot at 201 W Main St.

YARD WASTE

Yard waste bags are available for purchase at the Hills City Office. Each 32-gallon paper bag is $1.65. Johnson County Refuse will pick up yard waste bags on Tuesday mornings alongside trash and recycle. 


SEWER

Sewer rates are currently a fixed rate and charged monthly.

  • Residential Rates - fixed rate of $40.00/month (as of 7/1/20)
  • Commercial rates - fixed rate of $60.00/month.

WATER

Water rates are metered and charged $44.44 per month (minimum bill) for the first 4,000 gallons used. If you use above 4,000 gallons in one month, there will be an additional charge of $5.00 per every 1,000 gallons of water usage.

NEW RENTAL ACCOUNTS ARE CHARGED A $100.00 DEPOSIT.


SPECIAL ASSESSMENT

All customers will also be billed a Special Assessment (SA) infrastructure fee of $10.00 per month.
